The Context

Halifax Regional Municipality adopted HalifACT in 2020 with ambitious goals to reduce emission in the city. One initiative they are leading is to support homeowners to retrofit homes to reduce energy costs and related emissions. The goals for this project was to build capacity for Developmental Evolution across the team and follow a process to would provide insights and adaptations during the first year of a Home Energy Retrofit Pilot.

Our Work Together

Understory Consulting partnered with Colab to deliver the project. Our team worked closely with HRM to create an evaluation framework, which provided a set of key questions the team was aiming to gain insights on and a plan for how the participants and partners would be engaged to share their perspective. Throughout the pilot, we facilitated ongoing data collection and hosted discussions that shared the data collected in real-time, so adaptations could happen quickly to improve the program’s impact overall.
